USAID SOUTHEAST ASIA SMART POWER PROGRAM
The United States Agency for International Development (USAID) Southeast Asia Smart Power Program (SPP) is a five-year initiative aiming at mobilizing $2 billion in blended financing for clean energy infrastructure, contributing to the deployment of 2,000 megawatts (MW) of advanced energy systems, and a five percent increase in regional power trade. Southeast Asia is undergoing rapid economic growth, and sustaining such progress requires affordable and reliable energy services. As the flagship clean energy program of USAID’s Regional Development Mission for Asia, SPP advances economic growth and development by ensuring secure, market-driven, and low carbon energy sectors help the region achieve net-zero greenhouse gas emissions by 2050.
OVERVIEW
Competitive procurement, which includes tenders and auctions, ensures cost-effectiveness, quality, and specifications of energy and energy products procured. A well-designed competitive mechanism streamlines the procurement decision-making, while a transparent timeline and process can boost investor confidence and encourage greater bidder participation, thus improving procurement outcomes. SPP has established a Competitive Procurement Center (CPC) as a central clearinghouse for providing best practices and technical assistance to promote transparent, competitive procurement of advanced energy systems, including clean energy, clean technologies, and products or services relating to the energy transition.
Managed and led by a local consortium ICLEI–Local Governments for Sustainability, the Center based in Bangkok, Thailand, assists stakeholders throughout the Southeast Asia region on both the demand side and supply side of procurement. CPC’s services and offerings are designed to serve market needs. These offerings include research products, guidelines, template documents, and tailored advisory services, such as procurement model development, planning assistance, and evaluation criteria design.
STRUCTURE
The CPC consists of three pillars: a Leadership Council, Research Center, and Procurement Storefront.

The Leadership Council, comprising broad representation of power market stakeholders, functions as the advisory board for the CPC, guiding the direction of the research and informing both the Research Center and Procurement Storefront of the market’s needs. |

The Research Center in Bangkok generates research products that include international leading practices, market and technical assessments, case studies of procurement models, and procurement guidelines that cater to the interests and needs of the market. |

The Procurement Storefront Website, which is currently under development, is the main avenue through which clients will interface with the CPC. It will house the research outputs of the Research Center and offer a menu of support services that include tailored technical assistance. |
